Dear Service Providers:

Attached is a copy of the Burleson County’s Request for Qualifications (“RFQ”) for professional
Engineering/Surveying services. These services are being solicited to assist Burleson County in its
implementation of an HMGP-funded project awarded through TDEM for the installation of a permanent
backup generator.

The submission requirements for this solicitation are included in the attached RFQ. Please submit a
statement of qualifications (SOQ) to:

The deadline for submission of SOQs is May 21, 2026, at 2:00 p.m. It is the responsibility of the
submitting entity to ensure that the SOQ is received in a timely manner. SOQs received after the
deadline will not be considered for award, regardless of whether or not the delay was outside the control
of the submitting provider. SOQs will be evaluated and ranked in accordance with the RFQ’s
qualifications-based selection process described in Section 4. Compensation will be negotiated with
the highest-ranked firm after the County completes its qualifications-based evaluation.
